Vaccination Plan

Who is the eligible/priority population in the government’s COVID-19 vaccination plan?
Frontline health workers, senior citizens, indigent population, and uniformed personnel are the priority groups to be vaccinated.
With the initial limited supply, frontline health workers and uniformed personnel are prioritized since they have higher risk of exposure while on duty and to allow them to continue fulfilling their duties in both the public and private sectors. Vulnerable groups such as the elderly and the indigent population, are prioritized guided by the principle of equity.

Minimum Public Health Standards

What are the rules on mass gatherings and religious gatherings under different community quarantine classifications?
Mass gatherings remain prohibited in areas under Enhanced, Modified Enhanced, and General Community Quarantine. However, gatherings that are essential for the provision of government services or authorized humanitarian activities while adhering to the prescribed minimum health standards are allowed. In areas under Modified General Community Quarantine, mass gatherings such as but not limited to, movie screenings, concerts, sporting events, and other entertainment activities, religious services, and work conferences shall be allowed provided that participants shall be limited to fifty percent (50%) of the seating or venue capacity.

Religious gatherings in areas under MECQ are limited to not more than five (5) persons until otherwise modified through subsequent issuances of the IATF, while in areas under GCQ, it is allowed up to fifty percent (50%) of the sitting or venue capacity.

The conduct of workshops, trainings, seminars, congresses, conferences, conventions, board meetings, colloquia, conclaves, symposia, and consumer trade shows, in restaurants, in general, restaurants attached to hotels, ballrooms and function halls within hotels, venues within hotel premises, and mall atria are allowed up to thirty percent (30%) of the venue capacity.

Travel and Tourism

What are the current restrictions on inbound and outbound international travel?
The IATF, through its Resolution No. 103, has approved the following for inbound international travel:

a. All Filipino citizens whether returning Overseas Filipino or Overseas Filipino Worker shall be allowed to return to the Philippines;

b. Effective 0001H March 22, 2021 to 2359H April 21, 2021, the entry of foreign nationals shall be temporarily suspended, except for the following:

i. Diplomats and members of international organizations, and their dependents provided they hold a valid 9(e) visa or 47(a)(2) visa, as the case may be, at the time of entry;
ii. Foreign nationals involved in medical repatriation duly endorsed by Department of Foreign Affairs – Office of UMWA and OWWA provided they have a valid visa at the time of entry;
iii. Foreign seafarers under the “Green Lanes” program for crew change provided that they hold a 9(c) crew list visa at the time of entry;
iv. Foreign spouses and children of Filipino citizens travelling with them provided they have valid visas at the time of entry; and
v. Emergency, humanitarian, and other analogous cases approved by the Chairperson of the NTF COVID-19 or his duly authorized representative, provided the foreign nationals have valid visas at the time of entry.
vi. The foregoing is without prejudice to immigration laws, rules, and regulations such that the Commissioner of Immigration shall have the exclusive prerogative to decide on waiver or recall of exclusion orders for all foreign nationals authorized entry under relevant IATF resolutions, subject to regular reporting to the IATF Secretariat at the end of each calendar month.

The entry of all of the foregoing shall still be subject to such daily limit of incoming passengers as may be imposed by the Department of Transportation.

Pursuant to the Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines, as amended, outbound travel, regardless of purpose, may be allowed subject to compliance with the following requirements:

1. For those travelling on tourist or short-term/ visitor visas, submission of confirmed round-trip tickets and adequate travel and health insurance to cover travel disruptions and hospitalization in case of COVID-19 infections during their allowable period of stay abroad;

2. Execution of a Bureau of Immigration Declaration acknowledging the risks involved in travelling, including risk of delay in their return trip, to be provided at the check-in counters by the airlines;

3. Whenever required by the country of destination or the airline, a negative COVID-19 test taken in accordance with the health and safety protocols of such destination country or airline; and

4. Upon return, they shall follow the Guidelines of the National Task Force (NTF) for Returning Overseas Filipinos.

What are the current rules on domestic travel?
The IATF Omnibus Guidelines, as amended, provides that movement of authorized persons outside their residences (APOR) within and across areas placed under any form of community quarantine shall be permitted. For interzonal and intrazonal travel of non-APORs between areas under General Community Quarantine and Modified General Community Quarantine, the same shall be subject to reasonable regulations imposed by the local government unit concerned, if any, and which should be submitted to the DILG, or in the case of Boracay Island, subject to those imposed by the Boracay Inter-Agency Task Force (BIATF).

The IATF has likewise approved the uniform travel protocols for land, air, and sea of the Department of the Interior and Local Government, crafted in close coordination with the Union of Local Authorities of the Philippines, League of the Provinces of the Philippines, League of Municipalities of the Philippines, and the League of Cities of the Philippines.

Public transportation shall be suspended. This notwithstanding, commissioned shuttle services for employees of permitted offices or establishments, as well as point-to-point transport services provided by the government shall be allowed to operate, giving priority to healthcare workers.

Learning Continuity Plan

What are the current plans and developments regarding the resumption of face-to-face classes?
Face-to-face classes at all levels remain to be suspended. However, the President has approved the limited face-to-face classes for higher education institutions offering medical and allied health programs.

The approval of the request of the Professional Regulation Commission to conduct and administer the licensure examinations for professionals scheduled for January to March 2021, with the observance of the strict health protocols as approved by the Department of Health. Agencies are directed to render full assistance for the safe and successful conduct of the examinations.
